As explained in a previous post, most municipalities in Lancaster County updated their stormwater management ordinances in early 2014. These updates were often based upon a model stormwater ordinance created by the Lancaster County Planning Commission so there is now many of the ordinances across the County have similarities in the structure (if not the content) of their stormwater ordinances.
Burden to landowners
One concern that I heard repeatedly from municipal officials is that landowners who want to improve their properties will be unfairly burdened by the new regulations. For this reason, most codes provide a “simplified approach” for small projects. The goal is to provide as much help to landowners as possible to avoid their having to hire expensive engineers such as yours truly.
Simplfied, but not simple
Having spoken to landowners that were looking to construct improvements that fell into the small project category, I know that the simplified approach is still a bit cumbersome for someone not familiar with stormwater, municipal regulations and engineering calculations. To further help landowners navigate through these projects (and hopefully avoid unnecessary engineering design fees) I’m offering an online resource to complement the design guidelines provided by municipalities.
